It's almost never the flour

Flour is forgiving. A little extra makes a slightly denser crumb and most people won't clock it.

A spoon measures volume: how much space something occupies. But how much baking soda fits in that space depends on how you dug it out of the box, whether it compacted while sitting in the cupboard, and how level "level" actually was.

Weight doesn't have that problem. Three grams is three grams regardless of how you scooped it.
